Some schools or teachers encourage kids to participate, usually only the oldest kids though like 4th or 5th.

The “official” answer from the county website is yes, the reason why our kids have early releases is to for teachers to use them for conferences. But others are right, teacher probably took leave or had vacation or who knows what reason to not hold any on those days. It can’t hurt to ask if any time slots are available if those days are more convenient to meet. Maybe the teacher is just trying to finish early.

Being a school district that has many families working in Fed and Veterans day is off, it made sense to have p/t.conferences then.

Yes, OP, that is generally when conferences are scheduled. At least that is the case at our school in the Rockville area. It seems like the teacher is taking a vacation.

OP, on the flip side there are many parents who have a hard time making conferences work the week of Thanksgiving. When conferences were around Veteran's Day that also didn't work for everyone. If the teacher wasn't offering conferences at all that would be an issue, but there's never going to be an option that works for everyone.

This. We have two kids at our ES. One teacher offers a lot of dates, including early dismissal days on Thanksgiving week. Another teacher offers just before school, not even after school.
