I think all teachers except for maybe 1 of ours offered conferences on those two days but nearly all of them offered additional slots outside of those two days either before/after school or during their lunch or grading times.
I would assume the teacher has approval from her admin to do this and if you can't make conferences on the days she has listed currently I would email her and ask for a different time. Most teachers are really flexible about that. GL OP!

I don't think there is any way to know this -- no one is cataloguing this, and you are asking on an anonymous forum. Plus it probably varies by teacher and not just school.
