So nerdy but as a person who sews her own curtains, the top of the panel where the pleats are usually has a strip of something called buckram, which is just like a thin, stiff fabric, and that makes the pleats more stiff/beefy.
Idk what the thermal lining is like but interlining can also make them more insulating. It comes in different weights up to something called “bump” which I guess is mainly a British thing and not unrelated to drafts.

I'm the PP who wrote the longish post. I don't remember exactly what fabric I ordered because I got a bunch of fabric books. They're still relatively new, so I haven't had to take them to the cleaners.
I don't think you can order samples of the linings, but I know mine was 100% blackout and thermal? It was the most expensive option. Totally worth it and don't think the panels would fall as nicely without it. I also think the lining makes the triple pleats stand up, if that makes sense.
