Update: OP here, we had a meeting with everyone, the teacher and principal, school psychologist and social worker etc. to see if DC needs accommodations or services. The teacher said DC is scoring above grade level on standardized tests and in class tests but is doing only 30% of classwork/assignments. Since it's grade school, his grade is a 3 - so they concluded that he's fine, it's good, he doesn't need any accommodations or services or anything.

The principal was a bit surprised that getting a 3 with standards based grading meant that he could complete (or even start) only 1/3 of the assignments in the quarter but still do well on those and get a 3 overall on the report card (as has happened every year). Everyone else thought nothing of it.

So that's that.
