Last year parents from our son’s team also noticed many zip code exceptions on a team (BRYC I think) and reported this to our commissioner but they said he just shrugged his shoulders and didn’t do anything. The parents knew many of the kids and parents from a prior AAU team.

No it doesn’t make it fair. They should make the teams based on which high school the kids address is zoned in.
How is that any more fair? Some high schools are massive and some are small

This has been problem for years in FCYBL. They refuse to do the most minor of enforcement of zip codes. They take the lazy route of "trusting" clubs/coaches to do right thing. And then - sure enough - every year there are multiple/many examples of coaches that pay no attention and try to "Hayfield" a team together...
Require proof of residence to FCYBL directly. Invest the time to review/question as needed. And have a fairer league.
