I would hope a “timeless” coat costing $5k+ lasts more than 5 years
I would allocate the 10k like this
- coat - 5k
- bag - 3.5k
- shoes 1 - 750
- shoes 2 - 750
2 pairs of shoes because you can't wear the same pair of shoes every day

If you are actually buying new boots, suits, dresses, etc. every year, then either you are not actually wearing things out or you need a new dry cleaner.
