Have you measured his waist? And does he like to wear his pants on the hips? My son is only 5'7 and 120 lbs, but he needs a 28 by 30, because he doesn't like the pants to sit on his natural waist. You can also just get a 28 x 30 and take them up (yourself or via a tailor).

OP here - as I said in my update, Old Navy 26 waist is still significantly too big. (And 28” inseam is too short.)

Try Uniqlo in Tyson Mall - they are Japanese company and their sizing runs on the slimmer side. He can try on and price point is good.

My 8th grader wore the slim fit cargo pants from there all last year! No brand listed on them. No one said a word.

some of the usual stores have these small sizes in longer lengths, but you may have to order.

Zara and H&M.
J crew slim fit is great, too. They also have skinny but my boys think thr legs look too tight

OP reporting back. Thank you everyone for the suggestions! I tried the Old Navy 26 x 28 jeans and they were too big in the waist (significantly) and too short! It's like he needs 24 x 30...

Still waiting on some of the joggers/elastic waist pants suggested.

This seems like a reasonable (and obvious) policy…

My skinny kid who was still wearing a youth under armour medium in shorts had good luck with
adidas Tiro track pants and sweat pants. They tend to run small in waist and have a drawstring.

Old Navy and Gap do a 27” waist online.

Warning about Uniqlo jeans -- if you have the length cut/hemmed to a different length, which you have to do unless you happen to need one of the precut lengths (32? 34? I forget and the options may vary), note that they do not accept returns.
