Definitely over 1500 precovid. I wouldn't submit OP.

1510 is well within this middle 50%. I would submit or risk the assumption that your score was actually far lower.

We are at most a year away from every highly selective university going back to test mandatory, which will largely bring test scores back to pre-Covid averages. You should absolutely submit a 1510 this cycle, which is a score that puts you in the top 1 to 2 percent of all test takers.

No matter what happens, if the student is rejected it won't be because of the 1510. However, not submitting any score at all is very likely to contribute to a rejection since it will naturally be assumed they scored much lower. A 1510 is good enough to have an app seriously considered anywhere. It will be the rest of the app that will matter.

Our private has told everyone to submit if above the pre-TO 25th percentile unless a school specifically says do not(tulane)

The top ones will have the same 75th they always did(1560-1570) and the 25th will likely be 1500-1510 since in 2019 the 99th %ile was 1500 and now it is 1530 if we believe college board data
