unfortunately you may need to pursue guardianship if she cannot accept that she is being criminally preyed upon.
steps short of guardianship: you could put cameras in her house to capture audio to hear what she's talking to people about, put an airtag in her car, turn on location sharing on her phone, and monitor her email and get the logins to all of her online accounts.
