My 4 ft 6 in 11 yo girl weighs 65 lbs and is a size 10 in pant length (with a pulled in adjustable waist), but often wears an 8 in shorts and dresses.

We got her back to school outfit at Marshalls (in a size 7/8, after a big search). We struck out at both Target and Old Navy, but often have luck there.

Actually, I think she's shorter....

My 5' tall child (90 lbs. her waist is 22") gets her jeans from Hollister online. 000 short usually fits her well, although you do have to go through the individual style to see what their inseam measures are. She recently ordered jeans from something called edikted that also fits her really well.
