It’s all a guesstimate, genius, not just the labor.
I’ve done this enough to know what is highway robbery and what is reasonable.
Op said it’s an addition. So the framing will be exposed and the hvac must have been in the diagrams as it’s part of a mechanical permit and should’ve been required by the code department for conditioned spaces. Plug and play. Not rocket science.

Without knowing the details I would ballpark it this way:
14 SEER Heat pump/ac combo with install: 6-10k. You could do much better with higher SEER and it should still cost in this range.
Duct material built to spec: 1-3k
Duct install labor: 1-3k
Electrical materials: $300
Insulation materials: $500
Permits and inspection: varies by locality

That quote is in the ballpark of what you’ll be spending. We received three quotes for a smaller addition but with replacement of the existing ductwork. Our all-in was $21k.
