Cold weather is required for skiing (at least snow skiing). Utah in January could be cold, could be over 32. I recall last January was warmish?
32 degrees isn't "VERY cold" unless you're from the tropics.

I would stick to your plan for PC, especially for a long weekend. PC is easy to get to from SLC. I recommend flying out of IAD on the 7:10 Delta flight and back on the 5:50 pm Delta flight (both are nonstop) to maximize skiing. You should be able to ski a half day when you arrive and a half day the day you leave.
We did that when we were there spring break We had a car so we weren’t at the mercy of a shuttle service. We like having a car, but Snowbird/Alta is more isolated than PC
