Not trying to be snarky, it’s impossible to predict because merit is not guaranteed and can change from year to year. Apply and see what aid is given. If the in-state rate is necessary, apply to in-state safeties too, that is the only guarantee.

What are your instate options? These are often your cheapest schools. Any test scores or test optional? With more details people may be able to make suggestions.
