I have gone under the 1st westbound I-66 gantry at 14:55 (measured via GPS time, not via my watch) and exited at 495 12 minutes later without being charged.
So my belief is that charging starts with cars which are sensed by the 1st gantry at 3:00:00 by their clock. If one were 2:59:00 by their clock, I think the car would not be charged.
Put another way, I think tolling starts with 3:00:00 not at 3:01:00.
