There are a few great all inclusive resorts on Tierra Bomba, just a short boat ride away. El centro is also great.
State department has a “reconsider travel” advisory right now for Colombia. That would be a no for me.
State Dept warnings are generalizations and sometimes border on fear mongering.

They aren't warm though. Last year the Florida Keys were too cold to swim that week.
Peoples' tolerance for cold varies. I swam in Palm Beach that week last year.
Finding someplace like Charleston or Savannah could be perfect on a tighter budget because of this idea that they're "too cold for a warm vacation". They'll still be pleasant, and a heated outdoor pool could be lovely!
