I think if our choices are between all socializing together and having to be a little hushed, and having 2 adults have to miss on all socializing after 7 p.m. since they need to stay with the sleeping toddlers, everyone would pick the former.
No everyone doesn’t pick that. Bring a monitor.
I am part of the “everyone”, not the parent of either toddler. I don’t see how monitors helps if the toddlers are asleep in a entirely different building.
You don’t know how monitors work?
I said the choices were having the toddlers in the house, which means everyone can gather there to on socialize after they are asleep, or having the toddlers sleep in apartments a few blocks away, which would mean that someone needs to stay with them once they are asleep.
I get how a monitor works, but I don’t see how it would solve this problem.
You didn't actually explain that the accommodations weren't all on the same property. That would have been very helpful.
That's a bizarre assumption to make. Do you have multiple apartments on the same property as your single family house? I've never even seen that arrangement.

They should stay in apartment. Adults should stay in main house. That way no one has to stay quiet for toddlers late at night or during nap time.
Toddlers should stay in same apartment and that way only one adult has to stay and watch them.
Don’t make everyone in the main house have to deal with toddlers 24 7.

That isn’t a factor for us.

If you aren’t the parent then why is this your decision?
Somehow I ended up with this responsibility of making a proposal for room allocation.
