Just "hop the border," have children, keep living in Montgomery County for 18 years, and then the child gets money for vocational or educational expenses, ownership or investment in a business in Montgomery County, the purchase of property in the county, or funding retirement investments! Free cash (except for the part where it's not free and also not cash)!

I accept that UBI is a good idea but not at the County level. An UBI will literally more DMV residents who need social services. The County needs to attract more than simply takers.
