I have done a normal workout before with some mild cold symptoms because my body was itching to move even though I didn't feel 100%. Where I've been severely congested or had a cough, but still had energy otherwise, I dial it back a bit but still move - e.g., a barre workout instead of a peloton ride, or if I'm really dragging but no fever, maybe a walk or a light yoga workout (at home, not in the studio, of course). If I have a fever, I'm not working out; a fever is a sign that your body is devoting its energy to getting better and you shouldn't divert that energy or you'll be sick longer. Same with breathing difficulty - don't even try to push it there!
This is a sane approach.
Not knowing when to rest is a disorder. If your body is sick, it's already working overtime. Skip your stupid workout, rest, hydrate, and let your body work.
