The political and procedural steps for how to pick a new presidential nominee.

So far, Democrats have vigorously avoided any discussion of a Plan B for their presidential nominee. But special counsel Robert Hur’s report may have forced their hand.
Fairly or not, Hur’s stinging characterization of President Joe Biden as a “well-meaning, elderly man with a poor memory” and “diminished faculties” has thrust the president’s age and mental fitness into the debate. Coupled with the widespread perception that Biden is too old for another term and the fact that he frequently trails former president Donald Trump in swing state polling matchups, it’s raised serious questions about whether Biden is positioned to lead the party in November — and whether Democrats need a contingency plan.
There’s actually been a ton of stuff written online discussing this possibility. It’s been talked about for awhile.
And the subsequent release of the full transcripts how how full of BS Hur's report actually was.

I haven’t seen HRC specifically but I have seen dems talking about replacing Biden.

Could a Brokered Convention Replace President Biden?
Both parties prefer it when their conventions are free of genuine political drama. But in a unique election year, there are historical precedents for even the unlikeliest scenarios.

So there are more articles than the ones above, but you get the picture.

The Democrats have a real problem on their hands. The debate is irrelevant, it's not going to change any votes. I'm sure Biden will be pumped filled with medicine to keep him alert one last time. However he performs at the debates, I guarantee you within a few days there will be yet another one of these clips of Biden in public fading out in front of everyone. The reality is Biden is old. His transition from old to very old is accelerating rapidly and, apparently, faster than expected.
There is definitely one way for Biden to prove all of us wrong. Engage with the public. Have lots of interviews, speak frank and candidly, warm up the crowd, you know, like younger politician and dare I even say it, Donald Trump. But he can't. And we all know why.

That article (written by a conservative) proposes Hillary replacing Harris, not Biden.

I have to admit I think the early debate might be to see if Biden is competent enough to keep running.
No, the early debate is to change the narrative by putting Trump in front of the American people on national television. His only appearances so far this year have been rallies full of devoted supporters and interviews with conservative hosts lobbing softball questions. Bash and Tapper will be asking follow-ups, muting him when it's not his turn to speak and maybe even fact-checking him.
Did Biden have a tough interview that I missed? He certainly won’t get the same treatment from Bash and Tapper.
