First couple weeks at work are always overwhelming. On top of this it sounds like her first week was not standard setting up stuff, but instead truly very involved, high level complicated work. Then she goes and deals with this huge family issue, with in the back of her mind the fact that she has to keep doing this difficult work on Monday...She glitched and bowed out. I think the lesson is to not overwhelm new employees immediately, onboard slowly.

Curious - as a manager how would you respond to this? Or would you even respond?

You sound like a nightmare to work with. She saw the writing on the wall and got out.

She did apologize a few times in her email. Also said how disappointed she was because she was hoping the company would be permanent home, how she was looking forward to making changes with her ideas, and how she appreciated how nice everyone was to her

Having managed many people over the past twenty years, I’d say she’s lying. But probably for good reason.

Two weeks notice is so you can transition job duties and tie up loose ends. It doesn’t apply to someone who started a week ago.

We should give people the benefit of the doubt. She told the op what the deal was before the weekend was out and there would be no reason to set up meetings with other people for the following of weeks if she knew she would no longer be there. Definitely no reason to come up with an elaborate lie. She could’ve just said that she got another offer.

Perhaps, she actually wants to take care of her ILs? Or her spouse does and she wants to move with him?

Either way "furious" is an over reaction and you need to take a look at the job because this is not normal.

I don’t think any of this is her fault, except maybe the way she delivered the news.

OP sounds like a terrible manager.
