Not necessarily true. Spain & Portugal cost much less. The greek islands are not cheap if done somewhat nicely. Croatia is for partying and Dubrovnik in particular is completely overpriced.

We went to Portugal probably 7 years ago, but we really enjoyed it. It felt like a less crowded Italy. But if your budget allows, Italy is always lovely: and Paris is the best!

Sorry, but any European country, perhaps except Switzerland, is cheaper than US, where a Holiday Inn off the highway in Nebraska costs you 200.00+

Italy is not cheap, especially in the summer.

Spain and Portugal flights aren't even that expensive right now, like <$800 for Portugal for a nonstop and $600 for Madrid. You could fly to Madrid and then take a flight to San Sebastian to be on the north coast.

Or Lisbon and head to the coast (Cascais is a 30 minute uber ride from the airport!) or the Algarve.

Croatia? It is going to be hot and crowded though. As will Europe be generally then.

Know that beaches in the Mediterranean and more pebbled or concrete. But the scenery is lovely.

Some people like visiting when it's crowded/lively. I personally like it more then (within reason).

Porto, Portugal. Weather is also decent and not overly hot unless you go into the Douro valley.

Price out airfare first and see if that is doable for your budget then figure out accommodations.

I just can't deal with that many people. Seriously it's A LOT of people down there in July. June is doable but the heat and crowds ruin the ambiance and I'm someone who understands it's hard to do Europe with school schedules unless summer. I would try to go in June or holidays Dec. Or make a day trip to Spain but explore away from the crowds.
