They are. The biggest problem is that both drugs and guns are entering the island nation from foreign sources. And the drug runners use the guns to protect themselves form local law enforcement creating bigger problems. Their problems are exacerbated by people bringing in ammunition and gun parts independently and then assembling weapons locally. So they added laws banning guns from entering the country. But with lax and lenient enforcement, their problems have gotten worse. Hence they have stepped up enforcement the laws in order to try and do exactly what you say, address the gun and drug problems.
But Americans needs to start being much more cognizant when traveling to foreign nations and making sure that they are not bringing in any contraband into the country. Apathetic indifference to local laws is not going to make their problems better and while last year's guy and this year's guy got light sentences, soon they will be giving less and less leeway and leniency to those who are breaking their local laws.
This is not a problem with their local laws, but a problem with careless Americans who believe that every country should have the same types of laws that they enjoy at home. But when you travel outside your home country, it is YOUR responsibility to find out the local laws and make sure you don't violate them.
