because he doesn't care. he could look better (he doesn't look bad just not his possible best) but it won't make a difference to him. so, why bother?

He’s wearing off the rack.

The preppy folks wear a uniform but they aren’t fussy about style or fit. That’s the appeal of what I call “preppy casual.”

It’s also why we don’t iron polos.
