It is expected? Sure. Many expect their lifestyle to expand as they work more and harder and take risks and opportunities. Not everyone wants that and at %2-3 annual raise they wont get that far. Some people get more $$ staying at the same level but changing companies a couple time each time for 10-15% more pay at least. Some value status quo and longevity if it gives them flexibility. My DH has gotten maybe %3 increases for 7 years now. But he is WFH and flexible about hours and no travel and he really enjoys the subject matter and does a lot at home and is a saver not a spender. I took a risk and went for a promotion 7 years ago and then again jumped this year (same company) so i've gone up by $100K since then. More stress and more travel but also more $. And we had 2 kids in that time too.

Make your own money. Otherwise, yes, it's unreasonable to expect someone else to shoulder more work than they feel comfortable with.
