I agree that this is it, and they likely can't afford the personal property tax. I don't have to pay it any more because my car is such an old model (there is an exemption), but I'm not particularly invested in whether others pay it.

I think it's more that privilege matters. I've been in Alexandria long enough to know that the mom of kids not in the 27% don't care at all about the 73% of low income kids at Brooks who cannot read.
They can ignore how bad the schools are while hiring tutors: "my kid is doing great academically!" and they can ignore how violent even the elementary schools have become because: "my kid never sees the violence!".

I'm the Maury poster- No, not nannies. These women were clearly the moms.
We're at a different east end elementary and see the same thing at drop-off. They're definitely moms. One was very heavily involved in the PTA up until the pandemic and listed a Maryland address in the directory. I assume the parents were divorced and the dad lived in the City of Alexandria, but I don't really know.
