Not necessarily. Since schools don't expect 100% yield, a student declining doesn't necessarily mean they go to the wait list.
Even in this scenario where a student has committed/paid a deposit to School A - and then jumps ship when they get offer from waitlist School B? So some schools factor in/try to estimate how many admitted students who pay deposit will end up backing out? I guess that makes sense.
