Because it’s on a weekend where people can attend and that’s a non-residential area. DC schools may be shut today, but most everyone else has to work. What's the point of having a holiday today if it's not going to be celebrated today? That's like the government saying, we'll give you Thursday, July 4 off this year, but all the fireworks are going to happen on Saturday, July 6 because it's more convenient for everyone. If they're not going to celebrate on the official day, it shouldn't be a holiday today. Plus, given that it's so historically important, I would think that people would want to celebrate on the day itself.
