I don't understand this. The total Offered is only 189 and the total in the Waitpool is 1083. Don't they make offers to 550 and pull from the Waitpool as offers are declined?

It depends on how many students decline their offer and the middle school they are from.
The reallocation of a declined offer depends on whether the school's offer count falls below its allocated seats. If a declined offer leaves the middle school with fewer seats filled than allocated, it goes to the next ranked waitlisted applicant from that middle school. Otherwise, the declined offer returns to the pool of unallocated seats, and the next overall ranked waitlisted applicant receives it.
