To add, DC is reading 4th-5th grade level books at home. It just seems like a clear example of needs not being met in the classroom.
Ther appeal lets you speak on all the at home abilities that is relevant to what they are looking for and for you to explain why they need to be placed. What will be missing if they are not placed
