Your kid sounds like mine. He was small and thin in 6th grade and many of his friends were huge, stinky and had giant feet.
Many of the friends grew early and topped out around 5'10 or so. My kid didn't grow much until 8th grade. He's a senior now and 6'3. Wears a size 10 shoe.

4.5 size shoe. Dad is average height with average shoe size (10). Mom is above average height with average shoe size (8). He still has many baby teeth, has no other body hair or BO so I think he’s a late grower but he’s surrounded by boys who are wearing size 10s and I’m just fascinated that they aren’t much taller but huge feet!
I just bought my 5th grader a toddler size 13 pair of sandals. I'm pretty sure your kid doesn't have the smallest feet.
