Not sure if this helps but as someone who’s thin, I’m not sure I have ever thought to myself that someone’s arms looked large or pale or flabby. I say rock the sleeveless! I’m more likely to notice if you look frumpy with the cardigan.

I love 3/4 sleeves on dresses. Covers my arms, but doesn't look too . . . frumpy.

What about short-sleeved shirtdresses?

I have worn a cardigan over my shoulders but not put my arms in it. Don't put the arms over your shoulders - put the shoulder on your shoulder and let the arms hang down. Wear a dress with a belt - and accessorize with nice bracelet(s). It gives a cape look - sounds weird but I got a lot of compliments on the look.
