Are you sure it's the moisturizer? What other products do you use on your face - cleansers, makeup, sunscreen, etc?
This is a good site to find out what the ingredients in products do:

I've got sensitive skin and rosacea. While I'm in with most of the products you listed, I LOVE Kiehls Ultra Facial Cream. You might also try serums under moisturizer. I like The Ordinary's Soothing & Barrier Support Serum. It's not expensive and really easy on my skin. I especially like it after IPL treatments.

Vanicream cleanser, Elta MD sunscreen, and Retin-A. I’ve also tried vitamin C without luck. Thank you for the recs.
Retin-a can be super irritating. Can you cut back your use of that a bit or go down in strength? It’s tough in the winter.
My thoughts- Vanicream moisturizer is fantastic. Their cleanser however is drying. But Vanicream moisturizer is the only way I’ve been able to tolerate retin-a.
For cleaner I use cerave but it has to be the sensitive version that doesn’t foam.
I’m conflicted about hydroboost gel moisturizer that was recommended a few times. It does live a nice “finish” on the skin but it leaves me still dry.
I think pp is onto something and you should change your cleanser. I also have had to stop cleansing twice a day like I used to be able to. I wash my face once at night and not in the morning. I either do nothing or a quick swipe with a wet washcloth.
