Yup - that was a while ago now, but the HSA pays for an accounting firm to write checks and to monitor other payments.

We require two signatures on withdrawals from our bank account, but run so much through our PayPal (and collect hefty sums in cash during events) that there would be plenty of opportunity for someone dishonest to skim money. Definitely a couple thousand a year with virtually no chance of getting caught.

I was PTA President (FCPS) and we definitely had two signatories on our account. We also presented detailed budgets at meetings!

I totally shouldn't be shocked, but when I hear about people who steal from the PTA and youth sports organizations, my mind is always blown. I am so not perfect, but it's just unfathomable to me.
