Try the Hyatt Place. Clean, newish (compared to other hotels in area), central to most of the things you've described above. My 8yo loves it. No need to drive anywhere because it's on the boardwalk. It's comparatively quiet because it's about mid-boardwalk(ish) area, at 16th street. IMO it's beyond the crowd/noise of the lower street boardwalk area but allows you to still easily walk down the boardwalk to the crowds, Trimpers, Jolly Rogers, etc, if you want.
Whatever you do, if you haven't booked a place yet and I'm assuming not since you decided to go yesterday, my rec is to book your hotel room now, like pronto, stat, basically yesterday because prices will skyrocket and decent places will sell out very soon if not already.
As far as water temps well, we normally go the week before school starts back in August but are going mid-June, the week after school gets out this year. I gave slight pause to ocean temps but figure if I grew up swimming the beaches in Maine around that time of year, my kid will be just fine.
