But others need the counter clear. It's just good practice. Maybe to make a protein shake or to rearrange things in the fridge, or to set down while you pull off the cellophane from your freezer meal and then stir it mid-cooking (that's me)
Haven’t you ever seen one of those bagged salads in the grocery store? You mix the greens in a bowl with the dressing and nuts/seeds/croutons which come in separate baggies. Not sure why people are getting hung up on the word “assembling”.

In the summer, especially, I'll keep carrots, cucumbers, red onions, greens and bell peppers, and nuts/pita crips in a container in the fridge and I will assemble and dress one salad each day around 1. That is my lunch. Surely that is permissible if people are allowed to leave the building, get in their car, drive to Five Guys, order, wait, eat, drive back to the office, and get back to their desk.
