Yes, and also look at all the new young talent in the USWNT, specifially this selection, the following players did not go to college or left early to go pro, I might miss one:
Horan (not young but first notable player to forgo college to go pro)
Shaw
Rodman

Moultrie
Albert
Fishel

So shortsigted and frankly just dumb, if Spain a country the size of what Montana I'm guessing, can basically field their B team to win a WC pretty sure the USWNT with a 30 year head start can field one leage focused soley on pro-pathways for girls.

Not only did other countries not allow women to play, futbol/soccer was all-male. Today, even many of the stadiums for the USMNT are all men. And are the pubs surrounding them, etc. It was fascinating to waltz right into the ladie's loo and be the only one there while there was a line halfway around the stadium for the men's.
The countries that know how to develop players AND identify talent have been doing for over a century. They began applying that to their women's teams about 8-10 years ago. They are catching up and surpassing. You see a lot of the top women players have to go to Europe to play too.
Other countries have civic minded clubs (or at least clubs that pretend to be civic minded) footing the bill. Somehow, I don't see DC united investing in women's and girl's facilites to rival Man City or Barcelona

Also has to be noted that when you ask about the 'Top' league for girls, consensus says that its the ECNL. A platform built on placing players into the collegiate game, a game that does NOT mirror global soccer.
