Correct. About 15 years ago, the NCAA tried to require you to be all in or all out for D1. Hopkins along with a couple of other schools that are primarily D3 sports but have a D1 program (Union college for hockey) fought it and were grandfathered in but no other schools can make that move now.
As a note, most B1G and ACC schools (regardless if they offer DI lax) have club lax programs.
