Dan Cox was backed by Democrats who knew he was the lesser of the GOP nominees. They knew that if he made the ballot Wes Moore was a shoe in. Kelly Schultz would’ve been a little more of a tighter race.

But there are not many MAGA in Maryland. In Maryland much more of the GOP are conservative non-MAGA Republicans. And Hogan also appeals to right leaning Independents. This is why he won two elections. The Democratic party selected two weak candidates (Anthony Brown, the head of the disastrous Health Care Exchange roll-out) and then the political novice and ultra-progressive Ben Jealous. Neither of them was a very viable candidate and Hogan appealed far more to the electorate. But there are still many people who would prefer Hogan to a progressive candidate. But Trone is not a progressive, so Independents are more likely to vote for Trone as opposed to Brown or Jealous.
Despite this, I don't think Hogan can win. He can win the governor's office, but Congress and the Senate are different. MD is not going to vote a GOP candidate into one of those and face the possibility of bicameral GOP majorities. The current environment means that control of Congress is very important and I can't see enough people in this state that would give up a Democratic seat. Since MD is about 2/3 Democratic, Hogan won't stand a chance.
