Give her the basement and come up with a little budget ($500?) that she can use to fix it up the way she wants. Let her paint it. Pick out a cut chair.

She is, she’s wanted that to be her room since we moved in. She spends majority of her time down there if she’s not in her room.

Teen moves to basement or baby stays in your room until teen goes to college. Do not make teen share a room w/ baby.

If the basement is a security concern, get a better, more secure exterior door with good locks, get a security system, make sure you have locking windows down there as well as an egress window so teen could get out quickly in case of fire (you're supposed to have egress windows in basement if using it as a sleeping space anyway).

To address the cold basement issue, put in better insulation down there, add air ducts for central heating, get new windows, put in carpet if the floors aren't currently carpeted. If all those things are too $$ (because they're all going to be $$ options), get a nice space heater or 2.

Are you worried the teen will sneak out? Or that a bad guy will come in?

The door leads to the rest of the house, so I doubt she is at much more risk in the basement than elsewhere.

Teen to the basement is the obvious choice here, otherwise baby stays with you until teen is in college.
