To me, it's the school saying, we've read your application and want you to come, but we need to manage yield and for whatever reason we think we may not be your #1 choice, so if you tell us we are your current #1, then we have a spot for you.
The school ultimately wants X students to enroll for Fall semester. Not X-200, not X+200, but X. Ideally they don't want to need to use their WL, as we all know the yield from a WL is not that good, as most kids pick a school by May 1 and get in the mindset that is where they are going, so many do not switch even if given the chance.
So if you tell the school "yes, I'm willing to commit" then it's a win-win for everyone. Obviously don't commit to ED2 if you aren't 100% certain
