To me, it's the school saying, we've read your application and want you to come, but we need to manage yield and for whatever reason we think we may not be your #1 choice, so if you tell us we are your current #1, then we have a spot for you.
The school ultimately wants X students to enroll for Fall semester. Not X-200, not X+200, but X. Ideally they don't want to need to use their WL, as we all know the yield from a WL is not that good, as most kids pick a school by May 1 and get in the mindset that is where they are going, so many do not switch even if given the chance.
So if you tell the school "yes, I'm willing to commit" then it's a win-win for everyone. Obviously don't commit to ED2 if you aren't 100% certain

Yes! but left aside is the fact that OP's DD is applying for a 3-3 program so the college/university wants to see more before they make a decision. Writing samples for law is perfectly reasonable. But OP's mom needs to know that these programs are a dime a dozen at second and tier tier programs (my own slac had one with columbia). So the institution is betting that your kid will be a great study and do well in all six years. Or not. And should that position go to someone else who might say "oh, changing majors and out of this program"

Completely agree. It puts unnecessary stress on a kid who may have 2-3 front runners, and instead of believing that they have until May when all decisions are in, they have to make a decision Now! Right Now!!! We know we’re lower ranked, and you may have a million other considerations, but we want the Yield! The schools who do this show what they really care about.

Let's put it this way...if you don't commit to the binding decision, they probably don't think you want to go and won't admit you in RD.

Nothing shady about ED2. If the money works and you have a clear front runner, it’s idiotic not to do it.
