I imagine that the police didn’t know where the kids lived or attended at the time the decision was made.
They probably didn't know if the students were Northwood students and l whether any more involved were inside the school etc.

No one knew what was going on or how immediate the threat was. There was a fight earlier in the hall way too. So sad what is happening to American high schools.
I’m so sorry that happened to all of you. No one should feel afraid in a school.
Do you have any insight into why an adult would tell a frightened child to stop texting their family?
Risk of noise. A lockdown usually entails total quiet and a text back might result in an audible ping or buzz. It’s literally a life saving tactic.

I thought they went into a shelter in place not a lockdown.

Why did it take 30 minutes after shots fired for Northwood to go into lockdown?
Um because Principals probably needed the ok from Central office to do so and they couldn't find any one knowledgeable at CO to make the call or the decision makers were off engaging in a scandal. You know the usual.
Principals are allowed to make immediate security decisions for their own schools, obviously without input from any one else. However here, I suspect police did not immediately warn the school that there were suspects on the loose in the vicinity. The Principal cannot act on what they don't know.
