Intent and feelings makes the difference.
DH has several female friends from before we got together. He gives them a hug hello and goodbye.
One of his male friends passed away, and he gave the wife a hug.
Now, if he hugged a woman whom he was attracted to in private, and not as a hello or goodbye, I would be suspicious.
