But why wouldn’t these kids just before transferred to a different neighborhood school?

I doubt they offer admin transfers to option programs with capped enrollment. Admin transfers are for schools not “school programs.”
Back in the day, when H-B Woodlawn was more of a program for students who didn’t quite fit socially into the typical large high school culture, APS allowed for transfers.
Yep. Add up the any each school is allocated. You will see it does not equal the entry class. They have some cushion to add kids, probably school board members given that every single board member with a child has a kid at HBW.
They 100% still do this. It’s deeply wrong in my opinion. But APS still back doors kids into HB.
How do you know they backdoor kids into HB?

I know of a few kids that stated they would not returning for ninth grade. Yet, HB still only took 25 new students this year.
They don’t add those seats to the slots for incoming 9th graders. They take kids that apply to transfer in into 10th grade. Kids apply to enter at every grade level every year. My DD (an HB grad) knew kids that transferred in half way through 11th grade.
