We had a year-long battle with rats.we pulled out kitchen, pulled up floor boards, cut through drywall etc to try to find where they were coming from.
In the end, we pulled up the upstairs bath. The bathroom had been remodeled and they had capped an old pipe. The rats had chewed through the pipe and were getting in that way, and then had the run of the house.
Once we capped the pipe we solved the problem. But it was extremely expensive and exhausting, and living with the rats was hellish. There was a New York-style pizza that we would order that would drive them crazy. They would start clawing at the floor boards as soon as they smelled it…
Good luck! If you are persistent enough you can block their means of ingress.
What a nightmare!

OP ours were coming in from a very gaping hole where our HVAC wires entered the house. We only found it because we put new siding on, some idiot had put the prior siding over the HVAC cord entrance so we couldn’t tell there was a giant rodent highly was open under there.
Also, do you have a deck/porch that is open underneath? We couldn’t check the foundation under our back porch so we had a company come out and dig down deep to install a critter barricade along the bottom to keep things from living under there.
I feel bad for you OP because I know what a freaking nightmare this is to deal with!

Piggybacking off of this post: Anyone had luck getting rid of mice that live in your vents? We blocked up holes in the walls, but still see them dashing in and out of vents in our kitchen. We have tons of traps under the stove, behind the couch, etc., but they just poop all around the traps and never get caught!!

I used steel wool to plug all leaks in the walls. The biggest gaps in our house were behind big appliances (washers, dishwashers, stoves). Also, we used blue painter tape for several months to seal the bottom of the doors of pantry, basement etc at night.

Another vote for rat zapper. Each of the box costs around $50. And of course it consumes a lot of expensive battery. But, it will get rid of your mice quickly. I would buy several ratzapper and set the trap every day. It is incredibly easy and effective.
The only con is that the rat-zapper is not very durable and after killing around 30-40 rats and mice, it stops working. (At least in our house). So, you need to keep buying new ones and keep changing the batteries.
In terms of getting rid of an infestation though, nothing beats the rat zapper.
