I mounted a shelf at the halfway point up my window when my view was an a-hole neighbour I felt was waiting to make eye contact every day. Like your neighbour, it was her bedroom and she was the only one with drapes. I could still see movement from time to time but with the herb plants on the shelf I no longer had to make eye contact.

You’re fine; your neighbor is perfectly able to pull her blinds if she is so moved. Most of us in similar setups pull bedroom blinds each evening. Personally, I installed a sheer curtain on one of my other windows precisely to avoid any awkward eye contact moments, but that is for my comfort.

I find people who don’t have window coverings of any kind to be weird. Unless the house is in a remote location without neighbors close by.

Is there a way to put a plant in the window? Or outside of window? On a ledge?

I would not want eye contact. I’d put up a tension rod & some light cafe curtains or sheers
