We had similar prices in Liguria,but there was also a free part of the beach directly next to the paid part, and plenty of people set up there with their own sun umbrellas, etc.
This is the same with Santa Marinella. The advantage is you can take the train even if you don’t have a car. It’s nothing fancy but that’s ok. We never rent beds, just use the public area. And EVERY beach in Italy will be crowded in the summer, lol. Italians love the beach.
OP, another option is going south to Puglia. We had some wonderful beach vacations there too at the resorts.
