She pours a lot of concrete, but has never used an agitator. I think she grasps the basics very well, but is missing some important steps

I don't think English is her first language.

She said she got an order to stop work but "permits shouldn't be too hard to get." So why didn't you get them before you started work????

You need a permit to cut into the foundation of a house (which includes side walls), which was the first thing she did.
