This, mostly. But plenty of poorer immigrant families heavily value their child’s education and their kids do very well. It’s the poor US born people that tend to not value education nor care about their child’s education. It isn’t just money, but the focus and attention parents put on education and discipline.
Is that why people are fighting to get their kids into Hybla Valley ES?

There are a lot of high income Black neighborhoods in PG and objectively the local public schools are still awful - poor test scores and poor student behavior. Conversely, a school like Stuyvesant in NYC has a lot of poor kids, many Asian and Jewish, but is high-achieving. Money doesn’t guarantee academic success.

No idea about DCPS, but the same as your typical FCPS school - 0

Exactly. This is about money not race. Black and Latino children from high SES families are going to do well too. The reality that in the US low SES correlates strongly with black and Latino populations does not mean people are trying to get away from those races. It’s the reality that low income typically means lower academic achievement because families have not been able to supplement what is going on in schools as much.
