I would check the regulations. In some areas, historical (Hysterical) societies have some pretty broad powers.

I'm curious about this as well, if you just pay the fine and then don't correct it, what happens? Is there some ultimate end fine at some point? Obviously they can't forcible change my windows. At some point it would be cheaper to replace the brand new windows, but with there are a lot of windows and with the cost of these huge custom size windows (I have a typical multi-story bay front row house, so I have windows on the front of my house which are more than 6feet tall by 5feet wide) and the cost of labor, the fine would have to be quite large before I would replace them over paying more fines.
