I'd try to hand feed her as much as possible. Or at least work towards that with her food near you while she eats.

Did she have friends before you adopted her? Often kittens do best when they have a playmate, and if you can get another one go back for a male. She may come out of her shell more if she has a playmate.

We adopted an adult cat. He hissed at us the first day, then happily accepted pets and cheek scratches but no snuggles. Two years later, he’s absolutely loves our teen and follows DS around to snuggle with him. He actually wraps his paws around DS like he’s hugging him. So give it time!

Some cats actually respond more affectionately if you ignore them. My in-laws had a cat that was scared of everything, so I ignored him. One day, he leapt onto my lap. Even then, I didn’t pet him. Eventually, he’d seek me out and not only would he sit on my lap, but he’d kneed my shoulder with his front paws, the way kittens do with their mothers. He felt safe with me because I didn’t ask anything of him.
