We had someone running for Virginia senate down here near Norfolk who ran ads saying he was the ceo of a government contracting business and I looked it up online and he had TWO employees!
It happens. Worst is when cling-ons want a big title and do basically nothing.

Are they required by the government to have a board and ceo structure? Sometimes it's easier too win contacts that way.

I use “founder.” Like OP, I don’t understand using CEO for a small business but then I also don’t let it bother me.
